DISCUSSION / BACKGROUND
El Dorado County’s Charter Section 701 states that “the Board of Supervisors shall convene a Charter Review Committee within two (2) years of the effective date of this charter and within five (5) years of the last charter review thereafter. The committee shall review the charter and, after at least two (2) public hearings, make recommendations for amendments to or revisions of this charter to the Board.” The last Charter Review Committee made their recommendations to the Board on February 6, 2018, with Legistar item 18-0143.

On June 14, 2022, with Legistar item 22-0969, the Board convened a Charter Review Committee and provided direction for the Charter Review Committee to review the following topics: consider any possible Grand Jury reports that relate to the Charter; examine an additional third term in office for Board members excluding current sitting Board members; examine staggered terms for Elected Department Heads; align the County Charter with County Ordinance with regards to the Civil Service Commission; examine increasing the number of Board members from five (5) to seven (7) members; examine term limits for Elected Department Heads; and whether certain Elected Department Heads should be appointed rather than elected.

The Charter Review Committee has prepared a Report outlining their recommendations to the Board of Supervisors (Attachment A). Representatives of the Charter Review Committee will present their Report to the Board of Supervisors.
