DISCUSSION / BACKGROUND:
Supervisor Turnboo recommending the Board direct staff to review Butte County’s “Title 25 Limited Density Owner-Built Rural Dwellings” and Butte County’s Ordinance #4146 to determine how it can be adopted by El Dorado County, gather input from affected departments, divisions and agencies including the Planning and Building Department, Office of Wildfire Preparedness and Resilience, Pioneer Fire, and the Grizzly Flats Community Services District and present findings and recommendations to the Board.

Title 25 of the California Code of Regulations establishes provisions to support the use of alternative construction design, materials, and methods. Adoption of Title 25 will remove permit barriers to streamline approving owner-built rural dwellings.
Butte County’s programs utilizing the application of Title 25 were implemented as a result of wildfires in Butte County in 2008. These programs have since been expanded and modified to address resident needs and subsequent wildfires. Such a program may provide similar benefits to El Dorado County.help fulfill low-income housing requirements and assist residents in severe economic circumstances. Butte County’s Title 25 provides minimum requirements for the protection of life, limb, health, property, safety, and welfare of the general public and the owners and occupants.
