DISCUSSION / BACKGROUND

On November 16, 2022, the Chief Administrative Officer executed ARPA Subrecipient Agreement #7104 with Meeks Bay Fire Protection District in the amount of $22,727, providing funds for a project to remodel a portion of Meeks Bay Fire Station 67 to allow the installation of a washer and dryer for duty uniforms. The project specifications included in the Agreement specify that the washer and dryer are to be located in a remodeled 3/4 bathroom. During the course of the project, it was determined that the bathroom cannot be remodeled in such a way as to accommodate the washer and dryer, and they will now be located in the station interior. The recommended amendment revises the project description updating the washer and drying location.

 

Staff is also recommending that the Board delegate authority to the Chief Administrative Officer to execute future amendments to ARPA subrecipient  agreements, provided that the proposed that the amendment does not increase the award of ARPA funds and is consistent with the original Board direction.

 

ALTERNATIVES

Should the Board choose not to amend the Meeks Bay agreement, that agency would no longer be able to receive a portion of County ARPA funds. The Board may choose not to delegate authority for future amendments, in which case any future changes to project descriptions would be presented to the Board for approval in a manner similar to this item.

 

PRIOR BOARD ACTION

On November 9, 2021 (Legistar #21-1680), the Board allocated a portion of the County's ARPA funds to support fire districts located within the County.

 

On April 5, 2022 (Legistar #22-0567), the Board approved the use of an ARPA Subrecipient Agreement template, and authorized the Chief Administrative Officer to execute subrecipient agreements with entities approved to receive ARPA funds by Board direction.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

The draft amendment has been reviewed and approved by Meeks Bay Fire Protection District, and has been approved by County Counsel.
