2) Authorize the HHSA Director, or HHSA Chief Assistant Director, to execute further document(s) relating to the donation from William David Worlow on the behalf of the Michael and Sarah Worlow Neri Exempt Trust, to the HHSA, Public Health Division, California Children’s Services.

 

FUNDING: 100% William David Worlow on the behalf of the Michael and Sarah Worlow Neri Exempt Trust.

DISCUSSION / BACKGROUND:

The California Crippled Children’s Act is a statewide program established in 1927 and refined in 1978 through the Robert W. Crown California Children’s Services Act as described in California Health and Safety Code. The broadest application of the Act is to provide a program of services to children and youth from birth up to the age of 21 who are afflicted with life limiting diseases, physical and functional debility and specific genetic abnormalities. Examples of covered medical conditions include cystic fibrosis, cerebral palsy, rare blood factor disease, heart transplant (many causes), and catastrophic brain trauma.

 

The Public Health Division California Children’s Services (CCS) program provides services to an average of 650-850 families per year. HHSA’s Public Health Division oversees the CCS program in El Dorado County.

 

The beneficiaries of the Michael and Sarah Worlow Neri Family Trust, established in 1996 and amended in 2000, specifically established the Children’s Services Program of El Dorado County (931 Spring St, Placerville) as a Contingent Beneficiary along with several other community-based services. The consideration of the County’s CCS program being established as a beneficiary is surmised to be the result of services that were provided to a family member. In 2008, the County received official notification of the CCS program beneficiary status in the form of an accounting of trust assets as required by the Court of Probate.

 

On October 17, 2023, Dave Worlow c/o The Michael and Sarah Worlow Neri Family Trust provided a $137,000 unrestricted donation to HHSA Public Health Division to support the CCS program in El Dorado County. It is the intent of HHSA Public Health Division to designate an HHSA Public Health CCS account for the trust disbursal amount of $137,000. These funds will be applied to enhance both direct support to CCS qualified children/families in the provision of aides to covered services to enhance clients’ quality of life and to improve the efficiency and modernization of program operation. Determination of funding distribution will be client-centered under the purview of the following HHSA Public Health Division staff: Supervising Therapist, Public Health Nursing Supervisor, and the Division Children’s Medical Services Administrator (Deputy Public Health Director).

 

With Board approval, HHSA Public Health CCS will gratefully accept this donation.

 

ALTERNATIVES:

The Board could direct HHSA to decline the donation.

FINANCIAL IMPACT:

The donation will be used for direct support to CCS qualified children/families in the provision of aides to covered services to enhance clients’ quality of life and to improve the efficiency and modernization of program operation.

 

Subsequent to the Board’s acceptance of this donation, if it is determined that a Budget Transfer Request is needed for this donation, HHSA will prepare a budget transfer to bring back to the Board at later date for approval.
