Health and Human Services Agency (HHSA) recommending the Board:
1) Accept Supervisor Parlin’s resignation as Primary County Representative on the El Dorado Opportunity Knocks (EDOK) Continuum of Care (CoC) Board, effective December 1, 2023;
2) Accept Supervisor Thomas’ resignation as appointed Alternate County Representative on the EDOK CoC Board, effective December 1, 2023;
3) Appoint Timalynn Jaynes, HHSA Assistant Director of Human Services, as the Primary County Representative on the EDOK CoC Board, effective December 1, 2023, with no stated end date for said appointment term;
4) Appoint Supervisor Parlin to serve as the Alternate County Representative on the EDOK CoC Board, effective December 1, 2023, through February 4, 2024; and
5) Authorize the Housing and Homelessness Programs Ad Hoc Committee to determine future County Representative appointments to the EDOK CoC Board.

DISCUSSION / BACKGROUND:
The CoC Program, which is facilitated through the Department of Housing and Urban Development (HUD), is designed to promote a community-wide commitment to the goal of ending homelessness and provide funding for efforts by nonprofit providers, States, and local governments to quickly rehouse homeless individuals and families. HUD requires local communities that seek to receive federal homelessness assistance funds to maintain a CoC that meets federal regulations. CoCs that meet HUD requirements are local planning bodies that help to coordinate the community’s policies, strategies, and activities to prevent and reduce homelessness. There are 44 CoCs in the State of California and over 400 CoCs nationwide. In El Dorado County, the local CoC is called El Dorado Opportunity Knocks (EDOK).
