DISCUSSION / BACKGROUND
On November 14, 2023, the Board continued this matter to December 5, 2023 for Final Passage (Second Reading) of Ordinance 5187, amending certain exemptions in the County Business License Ordinance, Title 5, to: (a) provide eligible Veterans a 100 percent fee waiver of business licensing fees by amending Code Section 5.16.140 Exemptions and; (b) exempt certified massage therapists from the provisions of Chapter 5.34 - Adult-related Establishments by including this profession in Section 5.34.030 Exemptions.

Pursuant to Board of Supervisors Policy A3, proposals for new ordinances and ordinance amendments shall first be presented to the Board for conceptual review. The Treasurer-Tax Collector Department recommends amending the El Dorado County Ordinance Code, Business License Ordinance, Title 5, exemptions, to:
a) provide eligible Veterans a 100 percent fee waiver of business licensing fees by amending Section 5.16.140 Exemptions and;
b) exempt certified massage therapists from the provisions of Chapter 5.34 - Adult-related Establishments by including this profession in Section 5.34.030 - Exemptions, similarly to recognized schools of massage meeting certain criteria for course completion.
