DISCUSSION / BACKGROUND
The Board approved Agreement X23-6157(081) (Agreement) with El Dorado County Transportation Commission (EDCTC) (Item 35, Legistar 23-1117) on June 27, 2023. The Agreement approved $670,721 in Surface Transportation Block Grant Program (STBGP) Exchange funds from EDCTC to the County for multiple projects.

After the Board’s approval of the Agreement, it was determined that EDCTC could provide an additional $90,600 in STBGP Exchange funds that could be allocated to County projects. The new total for the Agreement is $761,321 in STBGP Exchange funds.

The Department of Transportation is requesting the $90,600 in additional STBGP funds be allocated to the Diamond Springs Parkway - Phase 1B (Fenix Number 36105011) project that is scheduled to be in process in time to make use of the Regional Surface Transportation Program (RSTP) funds, which must be expended within five (5) years from the date funds are allocated.

EDCTC is required to execute formal written agreements between EDCTC and STBGP Exchange Recipients and provide oversight of the program funds. EDCTC received the FY 2022-23 STBGP Exchange Funds, which will be paid to the County per the formula-based distribution policy adopted by EDCTC on February 3, 2011, after approval by EDCTC and the execution of this Agreement.

Until an item such as this is approved by the Board, the funding will remain unclaimed.
