Title
Human Services Department recommending the Chair be authorized to sign a grant application for submittal to the Alzheimer's Foundation of America, requesting $5,000 to partially offset the Senior Day Care Center's loss of Fiscal Year 2009-2010 State Alzheimer's Day Care Resource Center funding, and help enable the Center to continue providing comprehensive support services to El Dorado County's vulnerable residents with Alzheimer's and related disorders and their caregivers.

FUNDING: Alzheimer's Foundation of America Grant.
Body
Fiscal Impact/Change to Net County Cost: No change.
There is no County share of cost or match requirement associated with the Alzheimer's Foundation of America Bi-Annual Grant.  The "Annual Budget" on page 2 of the application reflects the total operating budget of $410,580 for the Senior Day Care Center (SDC) including the Alzheimer's Day Care Resource Center (ADCRC).  The "Annual Program Budget" on page 4 of the application illustrates a portion of the SDC budget that serves ADCRC eligible clients and equates to approximately 70% of the total SDC budget.  If the grant is awarded, a Budget Transfer Request will be submitted to incorporate the new revenues and corresponding appropriations.

Reason for Recommendation:
The Department of Human Services (DHS) received notice of this funding opportunity from the Alzheimer's Foundation of America on December 22, 2009.  Development of the application was expedited to ensure submittal by the February 1, 2010 deadline.  If awarded, the funds will be used to partially offset the loss of State Alzheimer's Day Care Resource Center funding, which occurred effective September 30, 2009.  This funding will assist the Senior Day Care Center in continuing to provide comprehensive support services to adults who are functionally or cognitively impaired due to Alzheimer's and related disorders and their caregivers.  Services include respite, care plan development and management, specialized dementia care, assistance with medication and personal care and coordination of daily activities.

Action to be taken following Board approval:
1.  Board Clerk to obtain the Chairman's signature on three (3) copies of the application and contact  DHS staff at x4836 or x7312.

2.  DHS to pick up two (2) signed applications for submittal to the Alzheimer's Foundation of America by the February 1, 2010 deadline.
