Fiscal Impact/Change to Net County Cost: No change.
The initial amount of federal funds payable by the State to El Dorado County under this Contract is $21,675, expected to increase by contract amendment to $255,475 for the 2010 Program Year.  $243,054 is budgeted for FY 2009/10 with additional funding to be budgeted for FY 2010/11.  El Dorado County has received this CSBG Grant Allocation since the early 1980's, and this revenue source is expected to continue.
 
Reason for Recommendation:
Contract #10F-4010 provides an initial $21,675 in Program Year 2010 Community Services Block Grant (CSBG) funding to support services to low-income, elderly and disabled persons.  CSD typically receives notice of the final federal CSBG allocation to the State of California in the second quarter of the federal fiscal year and is currently operating under a continuing resolution.  The initial contract amount reflects El Dorado County's allocation of the partial grant award received by the State thus far.  At least $233,800 in additional 2010 funding is expected to be allocated by amendment(s) once federal notification is received by the State for a total projected allocation of $255,478.  CSBG provides core funding support for the Department of Human Services Community Services Division administrative, accounting and direct service functions, as outlined in the 2010/2011 CSBG Community Action Plan, approved by the Board on June 23, 2009.  
 
Upon execution, the contract is retroactive to 1/1/10.  It was received from the State on December 28, 2009, and processing was expedited.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road with three (3) certified resolutions, two (2) certified minute orders and three (3) copies of Contract 10F-4010 signed by the Chairman.
