DISCUSSION / BACKGROUND
In September 2023, Department of Transportation (Transportation) issued a formal Request for Proposal (RFP) for on-call materials testing services. Transportation has a materials testing lab that can perform the majority of the testing needed for construction projects; however, there are some specialized tests that they cannot perform and must be sent out to a consultant. Three (3) proposals were received and evaluated, and Geocon Consultants, Inc. was selected as the most qualified firm.

Transportation recommends the Board make findings in accordance with Section 3.13.030(C) of the El Dorado County Ordinance that due to the temporary or occasional nature of the materials testing services that would be provided under the proposed agreement, hiring of additional staff to perform said services is not justified. County staff will be performing much of the work covered under the proposed agreement.
