DISCUSSION / BACKGROUND
During construction on Capital Improvement Program (CIP) projects, lane closures and full road closures are sometimes necessary to ensure motorist and worker safety. During certain closures including but not limited to freeway lane closures, full closures of County roads, weekend closures, or closures under heavy traffic, having California Highway Patrol (CHP) officers on site provides a significant deterrent against reckless driving through construction zones. Additionally, some California Department of Transportation cooperative agreements require that CHP is used to supplement traffic control on State highways.

The previous agreement with CHP expired on December 31, 2023 and CHP has stated that the new agreement start date must be January 1, 2024. Due to CHP requiring this contract to start and finish on calendar years, the El Dorado County Department of Transportation (Transportation) is requesting that the Board approve the Agreement retroactively. There have been no services provided nor any money spent under the proposed agreement.
