Fiscal Impact/Change to Net County Cost: None.
The grant allocation of federal funds covers all costs associated with provision of Low-Income Home Energy Assistance Program (LIHEAP) services.  The initial amount of federal funds payable by the State to El Dorado County under this Contract is $326,434, expected to increase by contract amendment to $2,059,700 for the 2010 Program Year.  $1,600,000 is budgeted for FY 2009/10 with additional funding to be budgeted for FY 2010/11.  El Dorado County has received this LIHEAP Grant Allocation since the early 1980's, and this revenue source is expected to continue.
 
Reason for Recommendation:
Contract #10B-5608 provides an initial $326,434 in 2010 Program Year Low-Income Home Energy Assistance Program funding for provision of Weatherization and Energy Assistance services for eligible residents of El Dorado and Alpine Counties.  CSD has issued this "interim" contract in order to release 2010 LIHEAP funding while CSD works to incorporate contract provisions implementing new income guidelines and prohibiting the leveraging of LIHEAP Weatherization funds with DOE ARRA Weatherization funds.  CSD intends to amend the interim 2010 LIHEAP Contract no later than April 30, 2010 to extend the term through June 2011 and to release additional 2010 LIHEAP funding.  LIHEAP services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes.  The projected total 2010 LIHEAP grant is approximately 25% more than the 2009 LIHEAP grant.
 
The contract is retroactive to January 1, 2010.  It was received from the State on January 4, 2010, and processing was expedited.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at 3057 Briw Road with:
1.      Three (3) originals of 2010 LIHEAP Contract No. 10B-5608 signed by Chairman
2.      Three (3) Certified Resolutions
3.      Two (2) certified minute orders.
Human Services to distribute as appropriate and return one fully executed Contract to the Board Clerk.
