DISCUSSION / BACKGROUND:

Pursuant to California Welfare and Institutions Code (WIC) Sections 5771 - 5771, and Public Law 102-321, the California Behavioral Health Planning Council (CBHPC) was established as a majority consumer and family member advisory body to State and local governments, California State Legislature (Legislature), and California residents on mental health services. The CBHPC is mandated by federal and state statute to advocate on behalf of adults with severe mental illness and children with severe emotional disturbance and their families. The CBHPC is also statutorily required to review and report on the public behavioral health system; participate in statewide planning; and advise Legislature on behavioral health issues, policies, and priorities in California. The CBHPC advocates for an accountable system of seamless, responsive services that are strength-based, consumer and family member driven, recovery oriented, culturally and linguistically responsive, and cost effective. CBHPC recommendations promote cross-system collaboration to address the issues of access and effective treatment for the recovery, resiliency, and wellness of Californians living with severe mental illness.

 

Pursuant to California WIC 5604, all counties are required to establish a mental health advisory board or commission to serve in an advisory role to the local governing board and behavioral health jurisdiction. The County Board of Supervisors established the El Dorado County Behavioral Health Commission (Commission) on May 11, 1993 (Resolution 131-93). In accordance with California WIC 5604.2(7), annually, the Commission is required to review performance data for mental health services in the County and must report their findings to the CBHPC. To provide structure for this report, each year the CBHPC provides behavioral health jurisdictions with a Data Notebook template to enable local behavioral health boards/commissions to complete and submit.  The CBHPC then analyzes responses garnered from all 58 counties to create a yearly report that informs policy makers, stakeholders, and the public on various behavioral health issues.

 

The 2023 Data Notebook was approved for submission to the California Behavioral Health Planning Council and the Board of Supervisors by the Behavioral Health Commission at its regular meeting on November 15, 2023.

 

ALTERNATIVES:

The Board may decline to receive and file the 2023 Data Notebook, but that action cannot have an impact on the required submission of the Data Notebook to the California Behavioral Health Planning Council.
