Title: Department of Transportation recommending the Board consider the following: 1) Rescind Resolution 150-2023 from October 10, 2023 (Legistar 23-1690); and 2) Adopt and authorize the Chair to sign Resolution 019-2024 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery, for all eligible Grant Programs for recycled-content surfacing for a not-to-exceed amount of $250,000, to be in effect for a period of five (5) years from the effective date of the resolution or until rescinded by the Board, whichever occurs first. DISCUSSION / BACKGROUND
Department of Resources Recycling and Recovery (CalRecycle) administers various Grant Programs and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions). CalRecycle’s grant application procedures require an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. In 2018, the Board approved Resolution No. 228-2018 on October 30, 2018 (Legistar item 18-1536) authorizing the Director of the Department of Transportation to execute all grant documents, including but not limited to applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project. Similarly, the Board approved Resolution No. 150-2023 on October 10, 2023 (Legistar item 23-1690); however, after submitting the Resolution, CalRecycle requested changes to the Resolution removing the statement "tire-derived aggregate."
