Fiscal Impact/Change to Net County Cost: No change.

The Budget Transfer Request incorporates the $80,731 increase in FY 2009-10 federal funding payable by the State to El Dorado County under this Contract as amended that reflects new one-time-only revenues in the amount of $40,077 and increased baseline revenues in the amount of $40,654 allocated to specific Title III and Title IV Aging programs and adjusts estimated revenues to actual within the FY 2090-10 County budget.

 

Background:

On May 12, 2009 the Board of Supervisors adopted Resolution 096-2009 authorizing the execution of Contract AP-0910-29 in the amount of $1,215,025 in federal and state funding for provision of Older Americans Act and Older Californian’s Act senior services and State Community Based Service Programs (CBSP) during FY 2009-10.  The Amended 2009-10 State Budget Act signed by the Governor on July 28, 2009, eliminated the State General Fund allocation for CBSP effective September 30, 2009.  On September 22, 2009 the Board of Supervisors adopted Resolution 209-2009 authorizing the execution of Amendment 1 to Contract AP-0910-29, which eliminated State funding for CBSP and reduced the amount payable under said Contract by $258,420 from $1,215,025 to $956,605.

 

Reason for Recommendation:

Amendment 2 to Contract AP-0910-29 increases the 2009-10 grant amount by $80,731 allocated by program through increased baseline funding that reflects El Dorado County’s share of the actual federal baseline allocation to the State and One-Time-Only (OTO) federal funding for El Dorado County’s share of unexpended federal funds carried over from FY 2008-09, unallocated grant reconciliation federal funds, supplemental federal grant funds received and recovered funds from audit determinations. 

 

This funding will be used for personnel costs in baseline services (an authorized use of both baseline and OTO funding); for increased building maintenance costs; to purchase a new 2-door refrigerator to replace the old malfunctioning unit and a dry storage security door for the South Lake Tahoe Senior Nutrition mealsite; to repair the existing dishwasher at the Greenwood Senior Nutrition site; to purchase exercise equipment for the Senior Health Education Program and to provide respite services for the Family Caregiver Support Program. 

 

The Resolution further authorizes the Director of the El Dorado County Area Agency on Aging, or successor, execute further documents relating to Contract AP-0910-29, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the dollar amount or the term, and to continue to sign subsequent required fiscal and programmatic reports, and to perform any and all administrative and other responsibilities in relationship to said Agreement.

 

The Budget Transfer adjusts the Departments FY 2009-10 budget within Fund 11-107-100 Aging Services (Index Code 531301) to incorporate the $80,731 in new revenues with corresponding appropriations and reflect minor federal revenue adjustments to actual.

 

Action to be taken following Board approval:

1)                     Board Clerk to provide Human Services at Briw Road, with five (5) copies of Amendment 2 to Contract No. AP-0910-29 signed by the Chairman.

2)   Board Clerk to process the Budget Transfer Request and provide Human Services at 3057 Briw Road with one (1) copy of the signed Budget Transfer.

3)                     Human Services to distribute as appropriate and return one fully executed Contract to the Board.
