Fiscal Impact/Change to Net County Cost:  
No change.  The Agreement is 100% funded by the Kinship Support Services Program allocation that the County receives each year from the California Department of Social Services with no County match requirement.  $162,000 was allocated and budgeted for FY 2007-08, $162,000 was allocated and budgeted for FY 2008-09 and $142,560 was allocated and budgeted for FY 2009-10.
 
Reason for Recommendation:  
The Kinship Support Services Program (KSSP) was authorized by California Assembly Bill 1193 (Chapter 794, Statutes of 1997) and set forth in Welfare and Institutions Code §16605.  In 2007, the Department of Human Services (DHS) submitted a proposal to the California Department of Social Services (CDSS) to fund a start-up KSSP, which resulted in the initial KSSP allocation to El Dorado County.  On November 27, 2007, the Board awarded Request for Proposal 08-918-020 to Lilliput Children's Services (Lilliput), the sole responder for provision of KSSP services.  El Dorado County is one of eleven State-approved KSSP provider counties that receive annual grants from CDSS for the continuation of existing KSSP services.  Annual funding levels fluctuate and become final upon adoption of the State budget.
 
The primary purpose of the Kinship Support Services Program is to help kinship caregivers understand and access services available to children living with relatives other than their own parents, thereby reducing the number of children entering the traditional foster care system, with the ultimate goal of strengthening families while providing a safe, stable and nurturing environment for the children in their care.  Lilliput Children's Services is making significant progress in this area and assists DHS by gathering and compiling useful statistical data related to KSSP services, which is used by DHS to develop plans and reports submitted to CDSS in accordance with established guidelines and requirements.
 
Amendment IV to Agreement 542-S0811 amends Article III Compensation to reduce the maximum amount payable to Lilliput for FY 2009-10 from the anticipated $162,000 to $142,560 based on the actual allocation awarded to El Dorado County for the continuation of KSSP services during FY 2009-10.  This amendment also clarifies compensation language relative to indirect administrative costs incurred by Lilliput in provision of KSSP services.
 
The Purchasing Agent has reviewed the Department's request to process an amendment to an agreement with Lilliput Children's Services and concurs that a competitive selection process occurred and that the selection process has not expired.  Outside review occurred under that competitive selection process.  The outside reviewer concurred that the vendor is qualified and able to perform the services.  
 
Action To Be Taken Following Board Approval:  
1)  Chairman to sign two originals of Amendment IV to Agreement 542-S0811
2)  Board Clerk's Office to return one original Agreement to Human Services at Briw Road
3)  Department to distribute as appropriate
