Fiscal Impact/Change to Net County Cost: Funding is included in the fiscal year 2009/2010 Fleet Operations Fund and will be included in future budgets covered by the term of this Agreement. There is no change to Net County Cost.
 
Reason for Recommendation:  Under the proposed Agreement, Frank's Body Shop, Inc., will furnish personnel, equipment, materials, parts, supplies, subcontractors and services necessary to provide on-call equipment, truck and automobile body work and painting services.  Details of the work will include structural damage alignment including frame straightening, repairing and replacing sheet metal panels, welding, plastic repair, replacing parts, repairing or replacing glass, performing associated maintenance and repair services, towing services, refinishing vehicles and equipment to an original color match including paint mixing, tinting and blending.  
 
The Agreement is necessary to repair and maintain vehicles and equipment for the Department's Fleet Services Unit.  The services performed under this agreement require special skills and qualifications that are not expressly identified in County classifications.  The work requires expertise in vehicle body nomenclature; assembly and disassembly methods; welding sheet metal for body repairs; shaping sheet steel with hand and power tools and using large vehicle frame restoration machines especially designed for this work; expert ability to mix, apply, and shape plastic body fillers and fiberglass; parts repairs; restoring vehicles back to original manufacturer's designs and strengths; expert ability to mask, tape, sand and apply spray primers and paints; and the knowledge and experience to remove and install fragile trim, moldings and all types of glass.  In addition to the unique qualifications and skills required to perform this type of work, the County does not own the facilities or specialized equipment necessary to carry out this work.  
 
This new Agreement will replace General Services' contract #739-S0811 which expires on April 21, 2010.  In accordance with the provisions of Section D of Article IX, Default, Termination, and Cancellation of that Agreement, Contract #739-S0811 will be terminated at or prior to the effective date of this new Agreement.
 
In accordance with the Feasibility Analysis, the Department is not required to notify an employee's association regarding this Agreement.
 
The Department requests the Board make findings pursuant to Article II, section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications
 
Action to be taken following Board approval: Agreement #10-52885 will be signed by the Board Chair and one original will be forwarded to the Department of Transportation for further processing.
