The maximum amount payable by the State to El Dorado County under this Contract, as amended is $3,043,000 for the three-year term 10/1/08 through 9/30/11.  The amended Contract reflects an increase of $220,000 for Federal Fiscal Year (FFY) 10/1/09 through 9/30/10 and an increase of $197,000 for FFY 10/1/10.  The allocation increases were anticipated and a portion of the funds were budgeted for FY 2009/10. The remainder will be budgeted in future fiscal years.
 
Reason for Recommendation:
The Supplemental Food Program for Women, Infants & Children (WIC) is federally funded and regulated to provide supplemental food, referral services and nutrition education for eligible women, infants and children under the age of five.  The Board approved grant Contract 08-85437 on September 23, 2008 for the three-year term of October 1, 2008 through September 30, 2011 in the amount of $2,626,000.  Amendment A01 to Contract 08-85437 increases the allocations by $417,000 for a total amended contract amount of $3,043,000.

This Amendment also increases the authorized El Dorado/Alpine County caseload from 3,325 to 3,575 participants per month for FFY 2009/10 and from 3,525 to 3,900 participants per month for FFY 2010/11.  The amended allocation results from an ongoing annual base grant increase, an ongoing funding increase associated with the caseload increase and One-Time funding, all of which are to enhance WIC program services and improve WIC access for eligible families in El Dorado and Alpine counties.  
 
The Resolution further authorizes the Director of the El Dorado County Department of Human Services, or successor, to execute further documents relating to Contract 08-85437, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the dollar amount or the term, and to continue to sign subsequent required fiscal and programmatic reports, and to perform any and all administrative and other responsibilities in relationship to said Contract.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, at Briw Road, with three (3) Certified Resolutions and seven (7) copies of Amendment A01 to Contract 08-85437 signed by the Chair.
