Fiscal Impact/Change to Net County Cost: No Change. Funding for DHS activities associated with foster family licensing is 100% state and federally funded through an annual CDSS allocation.

Background: California Health and Safety Code §1511 allows the State to delegate its foster family home licensing responsibilities to counties and requires a written agreement to be in place with each county defining State and county foster family home licensing responsibilities, the relationship between county licensing and placement functions, training requirements for county licensing workers and the coordination of county and Community Care Licensing policies and procedures.

Reason for Recommendation: An operational agreement has been maintained with the California Department of Social Services since 1989 to establish El Dorado County as the entity responsible for performing licensing functions for the State with respect to foster family homes that are located within the geographical area of the County and to define the responsibilities of each agency. In order to ensure the continuation of Federal funding for foster family home licensing responsibilities, CDSS issued Amendment I to MOU #E65005, which conforms State law to Federal law by adding criminal record clearance requirements for all County employees or volunteers who have contact with children placed in foster family homes or access to foster family licensing files.
