Background: Ordinance Code, Section 9.02.380(a), establishes the procedures for requesting an administrative hearing for relief from a Code Enforcement administrative citation. The Ordinance Code states the fee "may be changed by resolution of the Board of Supervisors."
 
California Government Code, Section 27724, defines a hearing officer as an attorney admitted to practice in California for at least five years prior to appointment as hearing officer.
 
On August 25, 2009, the County entered into an agreement with William M. Wright, Esq., to serve as Code Enforcement Hearing Officer. Mr. Wright is a licensed attorney who has been practicing law in the state of California.  He charges a fee of $180 per hour. The current hearing fee of $100 is insufficient to cover the costs of the Hearing Officer. The remaining $20 will offset a portion of the administrative cost of setting up and conducting the hearing.
