Funding for this Temporary Assistance for Needy Families (TANF) Emergency Contingency Fund activity is 80% Federal American Recovery & Reinvestment Act (ARRA) with a 20% required match.  The 20% match to the cost of employment (total cost of wages, supervision and training) will be met by the employer through the provision of in-kind supervision and training, while 80%, (wages paid to the employee) will be reimbursed to the employer by DHS with federal ECF ARRA funding.  A portion of the total expected funding is budgeted for FY 2009-10 and additional funding will be budgeted for FY 2010-11.
 
Reason for Recommendation:
The American Recovery and Reinvestment Act of 2009 established the Emergency Contingency Fund (ECF) for State Temporary Assistance for Needy Families (TANF) and increased funding for subsidized employment, which is an allowable activity under TANF, also known as CalWORKs in California.  The ECF subsidized employment program will enable participating clients to gain paid work experience, increase their income and advance towards self-sufficiency.  Use of this boilerplate agreement and amendment form will enable businesses and/or government agencies participating in the ECF program to receive reimbursement of wages paid at a rate not to exceed $10 per hour for employing eligible DHS clients .  DHS anticipates placing over 300 participating clients in this program and therefore is recommending the Director or Assistant Director, or successors, be authorized to sign these agreements.  The term of the agreements shall not continue past September 30, 2010 unless funding for the ECF program is extended by the Federal government.
 
Action to be taken following Board approval:
Human Services will utilize and have the Director or Assistant Director sign the referenced ECF agreement and amendment form for provision of ECF program services.
