Title

Chief Administrative Office, Facilities Division, recommending the Board consider the following:

1) Authorize the Purchasing Agent to sign competitively bid Agreement for Services 8380 with Youngdahl Consulting Group Inc., for a not-to-exceed amount of $229,873 and a three-year term effective upon full execution to provide Geotechnical Engineering Consultation, Construction Observation, Material Testing and Special Inspection Services for the Senate Bill 844 Adult Local Criminal Justice Facility Financing, Placerville Jail Expansion Project;

2) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work; and

3) Authorize the Purchasing Agent to execute any necessary amendments relating to Agreement for Services 8380, excluding term extensions and increases to the not-to-exceed amount, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND

On September 19, 2017, Legistar item 16-0416, the Board accepted the conditional award authorized under Senate Bill 844 Adult Local Criminal Justice Facilities Construction financing program for the Placerville Rehabilitation and Re-Entry Jail Expansion project.

 

On October 16, 2018, Legistar item 18-1632, the Board approved the use of the Design-Build construction project delivery method for the Jail Expansion Project.

 

On September 12, 2023, Legistar item 23-1640, the Board approved Agreement #8055 with Roebbelen Contracting, Inc. for the design-build services related to the Jail Expansion.

 

The project consists of the construction of a new approximately 21,610 square foot, two-story Jail Re-Entry facility adjacent to the existing Main County Jail. The project will include site grading, utility extensions, landscape, and hardscape improvements, an approximately 1,000 square foot uncovered exterior exercise yard, and a 920 square foot canopy structure connecting the new Jail Re-Entry Facility to the existing main jail.

 

On August 22, 2023, as a result of RFQ #23-918-072, Youngdahl Consulting Group Inc. was identified as a firm qualified for Environmental and/or Geotechnical Engineering Services. The Facilities Division is seeking to contract with Youngdahl for geotechnical engineering consultation, construction observation, material testing, and special inspection services related to the Jail Expansion project.

 

The Division recommends approval of this agreement for a not-to-exceed amount of $229,873 and a term of three years.

 

Work will require specialty skills and an accredited laboratory. The Department is requesting that the Board make the finding that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work. The work related to this specific project is also limited term in nature and will cease once the project is completed. 

 

ALTERNATIVES

The Board could choose to not approve the agreement or could choose another consultant. This alternative could result in an increase in project costs and delays.  Delays in the project could jeopardize the funding as well as increase costs if the design-build process is halted.

FINANCIAL IMPACT

Funding is included in the FY 2024-25 Accumulative Capital Outlay fund as part of the budget for the jail expansion project and will be included in the subsequent Fiscal Years.
