Fiscal Impact/Change to Net County Cost:  No change.  Services are accessed on an "as requested" basis, and the not-to-exceed compensation of $10,000 allows for anticipated maximum potential usage.  Funds are budgeted for the current fiscal year and will be budgeted for FY 10-11.
 
Reason for Recommendation:  The Department of Human Services (DHS) contracts with multiple vendors to provide evidentiary exams for investigative purposes in cases where DHS determines that a client's injuries warrant forensic examination by trained personnel to facilitate and enhance services provided to the client and when such an examination has not been scheduled by law enforcement. While this service is used infrequently, it is necessary to have contracts in place in the event that a client needs forensic examination services in an emergency and/or within an immediate timeframe. On occasion, when forensic examination services cannot be performed locally because of a lack of available qualified personnel, clients need to be transported to Placer County for the provision of required examinations.  This MOU, developed and provided by Placer County, allows for their Sexual Assault Response Team (SART) to arrange such examinations for DHS clients at qualified Placer County medical facilities.  Services are on an "as requested" basis.
 
Action to be taken following Board approval:
1.  The Chair of the Board to execute two (2) copies of the approved MOU 393-M1011 and return one (1) original of the MOU to Human Services at 3057 Briw Road.
2.  Human Services to distribute the document as appropriate.
