Fiscal Impact/Change to Net County Cost: None, funding is available within the Elections budget.
 
Background: When determining the number of ballots needed for an upcoming election, the Registrar of Voters must estimate the amount of supplemental, duplicate, provisional and emergency ballots to order. Over ordering can result in wasted ballots and added expense. Under ordering can necessitate placing additional more costly orders with added set-up and freight charges.
 
Reason for Recommendation: It is impossible to determine in advance the exact amount of ballots needed for any given election. With the ability to print ballots inhouse, the Elections Department could realize a substantial savings in ballot costs. This contract with Runbeck Election Services will allow us to test their "ballot on demand" printing system during the June 8, 2010 and November 2, 2010 elections. There is a small ballot "set up" fee for each election and the County is billed per ballot for each ballot printed.  The estimated costs for two elections is $6,000.  Should this effort prove to be a success, equipment could be purchased for subsequent elections utilizing government grant funding.
 
Action to be taken following Board approval: CAO Procurements and Contracts will issue a blanket purchase order.
