Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement. Funding for this contract is included in the Health Services Department's FY 2009-10 budget and is funded by Realignment revenues.

Background: On April 7, 2009, the Health Services Department recommended approval in concept, and the Board approved, entering into negotiations with Placer and Sacramento counties for back-up Public Health Laboratory services, pursuant to Board Policy C-1 "Contracts with Other Counties."

Since that time, the Health Services Department has developed an agreement with Sacramento County Public Health Laboratory to provide back-up laboratory services. These services are intended to primarily supplement our existing, limited laboratory staffing (presently one full time employee) to cover instances of staff absence or the influx of unusually high workload, such as that which could occur during instances of outbreaks or other Public Health emergencies.

Reason for Recommendation: Approval of this Agreement for services with the Sacramento County Public Health Laboratory will enable the Health Services Department's Laboratory to continue to meet the public health testing needs of the community regardless of potential staff absences or situational events.
