Fiscal Impact/Change to Net County Cost:  No Change.  The Agreement is funded by the Social Services allocation with required County match met primarily with realignment resources.  Funds were budgeted for FY 2007-08, FY 2008-09 and FY 2009-10.
 
Reason for Recommendation:  The Department of Human Services (DHS) maintains agreements with multiple local vendors for the provision of services for its clients to ensure that clients can be referred by their caseworker on an "as requested" basis or as ordered by the Court to receive necessary services from the most appropriate and conveniently located vendor.  Choice of vendor is based on the specific needs of each individual DHS client.  Scripps Psychological Associates, Inc. provides court-ordered psychological testing services to DHS clients.  Psychological testing offers a formal way to measure and report on traits, feelings, beliefs and abilities that can lead to problems within families and has proven to be a helpful tool in child custody and visitation cases in determining the health, safety, welfare and best interests of children with regard to the custody and visitation issues specified by the Court.
 
The increased and on-going demand for the psychological testing services provided by Scripps Associates, Inc. necessitates an increase in compensation to accommodate anticipated service needs through the end of the contract term.  DHS is recommending the continued use of this vendor's services.  Amendment III to Agreement 578-S0710 amends Article III-Compensation to increase the maximum amount payable to reflect the estimated actual usage of psychological testing services for the stated term.  A new agreement with this vendor is in process and will become effective upon expiration of the current agreement.
 
In accordance with Board of Supervisors Policy C-17, Section 7.4.2, the Purchasing Agent concurs with the department's request to amend       this agreement.  
 
Action to be taken following Board approval:
1)  Chair to sign two (2) originals of Amendment III to Agreement for Services #578-S710.
2)  Board Clerk's Office to return one (1) original Agreement to Human Services at Briw Road
3)  Department to distribute as appropriate.
