Title

Public Defender’s Office recommending the Board consider the following:

1) Approve the addition of two Verkada Dome Cameras assigned to Fiscal Year 2023-24 Fixed Asset list, with a total approximate cost of $11,000;

2) Approve and authorize the Chair to sign a Budget Transfer decreasing the Public Defender’s Office Salary and Benefits appropriations by $11,000 and increasing the department’s Fixed Asset appropriations by $11,000;

3) Make findings in accordance with Ordinance 3.13.030(c) that due to the limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant addition of permanent staff;

4) Approve and authorize the Purchasing Agent to sign Agreement 8355 for camera system equipment, installation, and licensing with Surveillance Systems Integration Inc., for Public Defender’s Office in South Lake Tahoe, in the amount of $10,907.70, which includes a 10-year agreement term for associated software licenses; and

5) Authorize the Purchasing Agent to execute any necessary amendments relating to Agreement 8355, excluding term extensions and increases to the not-to-exceed amount, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND

In 2019, El Dorado County completed an assessment of the County’s Video Surveillance Systems for the purpose of consolidating and standardizing the camera manufacturer and storage, improving upon support and coverage, complying with State retention regulations (Government Code 26206.8) as it relates to video storage, and driving down the cost of the cameras by volume purchase discounts. The analysis identified one hundred sixty-eight (168) cameras of various makes and models, operating at fifteen (15) County-wide locations, a variety of Camera manufacturers as well as Video Management vendors. Selecting a single vendor provides the county with a single view of all areas under surveillance, capability to integrate with Local Law Enforcement, simplifies support, and drives down the overall cost of the solution. Strategic placement of the surveillance cameras deters crime and partnerships with our local law enforcement reduces crime.

 

On June 22, 2021, with Legistar item 21-0683, the Board approved IT’s request to utilize Surveillance Systems Integration, Inc.’s (SSI’s) Verkada camera agreement. The competitive process was waived due to the use of a competitively bid contract awarded by Kern County Superintendent of Schools on behalf of Pennsylvania Education Purchasing Program for Microcomputers to establish a source of supply for cloud-based video surveillance systems which allows participating agencies to execute contracts with authorized resellers of Verkada products.  At the time of Board approval, it was also identified that other County departments would be upgrading their building security systems using the SSI Verkada agreement, including the Shingle Springs and South Lake Tahoe locations of the Public Defender’s Office.

 

On April 4, 2023, with Legistar item 23-0456, the Board approved and authorized the Purchasing Agent to sign Agreement 7433 for camera installation and licensing with SSI in the amount of $21,827.42 for the Public Defender’s Office in Shingle Springs.

 

The proposed Agreement 8355 will authorize SSI to provide camera system installation and licensing for the Public Defender’s office in South Lake Tahoe in the amount of $10,907.70, which includes a 10-year agreement term for associated software licenses.

 

ALTERNATIVES

The Board could choose to not approve the Agreement. The County could experience theft and vandalism without the possibility of recourse and there would still be a need for this type of solution, however, utilizing a different vendor would deviate from the intended standardization of both cameras and video storage throughout the County.

FINANCIAL IMPACT

The total cost of the security upgrade project for the Public Defender’s Office is $10,907.70 and will be funded with salary and benefit savings in FY 2023-24.
