Fiscal Impact/Change to Net County Cost:   The MCAH Program involves no Net County Cost.   The budgeted amount was estimated and submitted prior to receipt of the final funding documents, accounting for the variance between the budgeted amount and the actual allocation.  Expenditure plans have been adjusted to remain within the available funding allocation.
Background:   The State of California receives Federal funding from the Title V Maternal and Child Services Block Grant and allocates these funds out to the counties to provide specific services.   These funds must be used to ensure:  (1) access to quality health care services for pregnant women, and children, (2) preventive and primary health care services for children and youth, and (3) family-centered, community-based comprehensive health services for children with special health needs.
 
Reason for Recommendation:  Approval of this funding allocation will allow the Department to continue providing healthcare services to women, children, and adolescents in the community.   
 
The goals of the MCAH program include:
1.      Ensure all children in El Dorado County are born with optimal health outcomes to healthy mothers;
2.   Erase disparities among racial/ethnic, gender, economic, and regional groups;
3.   Foster a safe and healthy environment for women, children, and families;
4.   Ensure equal access for all women, children, and families to appropriate and needed care within an integrated and seamless system of healthcare providers.
 
These goals are addressed via the following objectives in the MCAH Agreement Scope of Work:
1.      Appropriate administrative oversight of the program through a specified MCAH Director.
2.  Comprehensive outreach activities including, but not limited to, case finding, referrals, patient/client education, and community awareness.
3.  Skilled professional expertise to identify, coordinate and expand services for the MCAH population through collaborative planning and development to assure quality, evidence-based family services.
4.  Specific sudden infant death syndrome (SIDS) education and interventions through education, monitoring and support; and activities to address other County needs identified through the Title V Needs Assessment.
5.  Community health promotion activities to reduce a broad range of health problems including: domestic violence, tobacco use, substance abuse, injuries, childhood obesity, teenage pregnancy, and dental caries.
 
This Agreement 09-2009 is retroactive to July 1, 2009.  The final funding documents were received by contract staff on January 27, 2010.   Staff promptly sought advice from County Counsel whether this State allocation required their approval;  Counsel determined that the State allocation does not require their approval, but does require Board acceptance.   Upon receiving this determination, staff immediately submitted the documents for the next available Board date.
 
Action to be taken following Board approval:
1.  Board to approve/accept this funding Agreement.
2.  Department to proceed with provision of services as defined by the MCAH funding Agreement.
