Health Services Department recommending the Board :
1) Authorize the Chair to sign Agreement 101-162-P-R2010 with the County of Sacramento Department of Human Assistance for the term January 1, 2010 through December 31, 2010, for Housing Opportunities for Persons with AIDS (HOPWA) funding in 2010; and
2) Adopt Resolution authorizing the Health Services Department Director to sign the "Certificate Regarding Lobbying" and authorizing submission of claims and other financial documentation for Agreement 101-162-P-R2010.

Fiscal Impact/Change to Net County Cost: There is no net County cost associated with this Agreement. The County will receive $44,608 through Sacramento County to support HOPWA activities in 2010.
Background: Sacramento County is the applicant/recipient for the Federal Housing and Urban Development (HUD) / HOPWA grant and serves as the fiscal intermediary for the allocation of HOPWA funds. El Dorado and other local rural counties receive HOPWA and Ryan White C.A.R.E. Act funding through Sacramento County. Other programs serving acquired immunodeficiency syndrome (AIDS) clients are funded directly by the State under an AIDS Master Grant; activities included under the Master Grant include, but are not limited to, 1) education and prevention of AIDS, 2) evaluation of local interventions for AIDS, 3) human immunodeficiency virus (HIV) counseling and testing, and 4) a drug assistance program.
The HOPWA Program provides emergency housing assistance for El Dorado County residents and their families living with HIV disease. Short term assistance and supportive services are provided to qualified persons for rent, mortgage, and utilities to prevent homelessness.
Reason for Recommendation: This Agreement with Sacramento County for HOPWA services is for the term January 1, 2010 through December 31, 2010. El Dorado County HOPWA services are subcontracted out to the Sierra Foothills AIDS Foundation, a community-based agency specializing in services to individuals and families afflicted with AIDS. Sierra Foothills AIDS Foundation maintains all appropriate credentialing and has successfully passed annual site reviews.
Retroactive Term: This Agreement is retroactive to January 1, 2010 due to late receipt of documents from Sacramento County. The documents were mailed directly to Sierra Foothills by Sacramento County, and then forwarded on to the Department. Upon receipt, the Department immediately submitted said documents for review and approval, and upon approval, immediately submitted for the next available Board meeting.
Action to be taken following Board approval:
1. Chair to sign three (3) original Agreements 101-162-P-E2010, and two (2) original copies of Resolution.
2. Board Clerk to return one (1) signed Resolution and three (3) signed Agreements to Department.
3. Director to sign "Contractor Certification of Compliance Form" and "Certificate Regarding Lobbying - Enclosure I."
4. Department to forward all signed documents to Sacramento County.
5. Upon receipt of fully executed Agreements from Sacramento County, Department to return one fully executed Agreement to Board Clerk's Office.
