DISCUSSION / BACKGROUND
Department of Transportation (Transportation) has an immediate need to replace a coarse aggregate shaker in its Materials Laboratory (Lab). The coarse aggregate shaker is used by the Lab to verify that materials used by contractors and developers to build roads and other infrastructure is comprised of properly proportioned and sized aggregate. There is no funding in the Fiscal Year 2023/2024 budget for a new coarse aggregate shaker, which has a total cost of $11,000. Therefore, Transportation is requesting to remove one (1) compression testing machine with total cost of $16,000 from the Fiscal Year 2023/2024 Fixed Asset List and replace it with the coarse aggregate shaker. The compression testing machine is very old, but is still operable, and the Lab is comfortable with pushing its purchase out until Fiscal Year 2024/2025. Transportation has requested the compression machine be re-added to the Fiscal Year 2024/2025 Fixed Asset list in order to facilitate its purchase in July, 2024.
ALTERNATIVES
The Board could choose not to approve the changes to the fixed asset list; however, Transportation would be forced to outsource any material testing requiring this equipment, which would increase project and developer costs.

FINANCIAL IMPACT
