DISCUSSION / BACKGROUND

On January 3, 2023 (File No. 22-2090, Item No. 29), the Board of Supervisors directed the Chief Administrative Office (CAO) to submit a report to the Board regarding the structure of CEDAC and any recommendations. The Board also directed that all appointments to CEDAC be put on hold until the CAO provided the report on the structure and recommendations.

On February 21, 2023 (File No. 23-0359, Item No. 28), the Board received and filed the report concerning CEDAC. Consequently, at the March 7, 2023 meeting, the Board appointed a representative from each Supervisorial District to CEDAC and appointed two Board members to an Ad Hoc Committee responsible for reviewing and making recommendations regarding CEDAC. The remaining at-large position remained unoccupied.

On March 7, 2023 (File No. 23-0431, Item No. 9), the Board made appointments to CEDAC for Supervisorial Districts I, II, III, and V.


On March 7, 2023 (File No. 23-0491, Item No. 34), Supervisors Hidahl and Turnboo were appointed to the Ad Hoc Committee to review and make recommendations to the Board regarding CEDAC.

 

On November, 9, 2023 (File No. 23-2007), the Board made an appointment to CEDAC for Supervisorial District IV.


After several meetings with the Ad Hoc Committee, community members, and current CEDAC members, and per the direction of former CAO Don Ashton, a set of proposed Bylaws was discussed, created, and agreed upon to present to the Board for consideration. These proposed recommendations, including a new name, are included in this item and if approved, will need to be adopted via a new establishing resolution to remove conflicting directives. Further, the resolution and bylaws will require review by County Counsel for legal compliance.

 

Once the Board approves the bylaws and resolution, staff plans to return to the Board with a work plan that aligns with the County's strategic plan. The plan will include specific tasks, proposed timelines and resources needed to put the work plan into action. This approach that the work being done will be in concert with the Economic Development Division and contribute to the County's overall vision and goals.

 

ALTERNATIVES

The Board could choose not to not accept the revisions and provide alternative direction for CEDAC.
