Fiscal Impact/Change to Net County Cost: There are no Net County Costs associated with this program. This grant would provide funding in the amount of $293,654.

Background: On January 19, 2010, the Department requested, and received, Board ratification of the Health Services Director’s signature on a grant application for one-time funds through the American Recovery and Reinvestment Act (Recovery Act) of 2009, being distributed by the California Emergency Management Agency in conjunction with the Department of Alcohol and Drug Programs (ADP). These one-time funds are designated to be used to provide substance abuse treatment for criminal offenders convicted of nonviolent drug offenses in the Offender Treatment Program (OTP) in conjunction with a drug court model.

Effective February 1, 2010, County received notice from Cal EMA indicating intent to grant the award in the amount of $293,654 pending final processing of grant application documents (attached) for the term of October 1, 2009 through March 31, 2011.

Reason for Recommendation: Approval of these grant application documents will allow Department to submit all required documents to State within the deadline of April 15, 2010.
