Fiscal Impact/Change to Net County Cost:
The application fee of $4,000 required by the California Department of Fish and Game (DFG) was paid by the Transportation Department (DOT) in October 2009. There is no net cost to the County General Fund associated with this agenda item.

Reason for Recommendation:
DOT is advancing the design and construction of the Green Valley Road at Tennessee Creek - Bridge Replacement Project (Project). Planned activities include replacing the Green Valley Road Bridge over Tennessee Creek with a larger, wider concrete bridge to improve roadway safety. The Project will replace the 29.5-foot long by 19-foot wide, two-lane, reinforced concrete girder bridge with a 64-foot long by 52-foot wide, three-lane pre-stressed slab bridge.

DOT completed both California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) documentation for this project. The Board certified the documents in December of 2008.

The requirement for mitigating riparian and wetland habitats was determined in the environmental document and will be accomplished through implementation of a Revegetation Planting and Erosion Control Specification Plan to be completed within the Project boundaries.

In addition to the riparian revegetation plan there are other Mitigation Monitoring Program (MMP) requirements in the permit that follow the MMPs from the projects Mitigated Negative Declaration. These requirements will be implemented either through specific requirements in the construction specifications or procedures to be taken as a part of the construction administration.
