Fiscal Impact/Change to Net County Cost:
These easements are being voluntarily provided to the County by Serrano Associates, LLC, without any compensation being paid by the County. Thus, there is no Net County Cost.

Background:
The Department of Transportation (DOT) is advancing a project to widen a two lane segment of Silva Valley Parkway, between Entrada Drive to a point 700 feet south of Oak Meadow Elementary School, to four lanes (Silva Valley Parkway Widening Project #72370). This project includes a median and Class II bike lanes and was anticipated as part of the original four-lane widening project currently in place, in El Dorado Hills.

On January 19, 2010, the Board of Supervisors authorized DOT to proceed with the right of way acquisition process, in order to obtain any permanent or temporary land rights, to enable the construction of the project. DOT has obtained a Permit to Enter and Construct from the Buckeye Union Elementary School District for APN 122-040-35 to re-stripe the northerly encroachment to the school upon completion of the roadway construction work. Serrano Associates, LLC, is granting a Slope and Drainage Easement and a Temporary Construction Easement for APN 121-120-22 to provide for drainage improvements to be constructed adjacent to the westerly side of the roadway.

Reason for Recommendation:
All of the necessary land rights to construct the project have now been obtained from the Buckeye Union Elementary School District and Serrano Associates, LLC. Once the easement documents from Serrano Associates, LLC are approved by the Board of Supervisors and recorded, the right of way for the project can be certified.
