Human Services Department recommending the Board authorize the Chair to sign non-financial Memorandum of Understanding (MOU) 264-M1011 with the El Dorado County Office of Education (EDCOE) to locate an EDCOE employee at the Department of Human Services (DHS) Briw Road office, for a three-year term commencing upon execution of the MOU, to assist abused or neglected children and at-risk youth referred by DHS to access age-appropriate and necessary services.

Reason for Recommendation:
The Department of Human Services (DHS) is responsible for the administration and provision of Child Welfare Services, which frequently involves the emergency removal of children from an unsafe situation or environment, followed by a determination to place the children in an environment that ensures the ongoing safety of the children.

EDCOE coordinates educational programs and services in the community to act in and promote the best interests of children. MOU 264-M1011 allows for the location of an experienced EDCOE employee at the DHS Briw Road office to coordinate services on behalf of DHS clients. The EDCOE employee located at the DHS Briw Road office will assist children referred by DHS to access age-appropriate and necessary services that meet the widely varied needs of each individual child. EDCOE shall retain full responsibility for its employee, including selection, hiring, remuneration, supervision, management and termination of the employee. The EDCOE employee shall agree to and execute the DHS Confidentiality Statement to protect the confidentiality of all information received by EDCOE employee while located at the DHS Briw Road office. DHS will provide the EDCOE employee with adequate office space and equipment to conduct business and protect client confidentiality and safety.
