Fiscal Impact/Change to Net County Cost:
No fiscal impact or change to Net County Cost as funding from the Youthful Offender Block Grant was included in the Probation Department's proposed budget for fiscal year 2010/11.
 
Background:
In July 2009 Senate Bill (SB) X4 13 was enacted with significant amendments to the YOBG.  This created the development of the annual application and reporting format to be employed by the CSA and counties in meeting the more rigorous requirements.  Under the new law, each county must annually submit to CSA by May 1st it's JJDP outlining how the county proposes to spend its YOBG allocation in the subsequent fiscal year.
 
Reason for Recommendation:
The Youthful Offender Block Grant (YOBG) funding allows Probation to provide appropriate rehabilitative and supervision services to youthful offenders.   
 
YOBG funding supports the Juvenile Electronic Monitoring Program, Re-entry of Aftercare Services, and juvenile court ordered placements at Fouts Springs Youth Facility.  The Juvenile Electronic Monitoring Program provides intensive supervision to appropriate youthful offenders as ordered by the juvenile court.  Probation has agreements in place to provide electronic monitoring  of those juvenile offenders in the community.  The Re-entry and Aftercare Plan is formulated by Supervising Deputy Probation Officers -Institutions who collaborate with a team of professionals prior to the minor's release.  Following release, the minor is under an intensive 30 day supervision program, which involves multiple weekly contacts in order to complete the aftercare plan and enable a successful transition back to the community.  Fouts Springs Youth Facility is a ranch program that is a viable alternative to the Department of Juvenile Justice for those minors that have exhausted all local resources.  Probation currently contracts with Solano County for juvenile placement at their facility.
 
Action to be taken following Board approval:
Probation will submit "Actual Expenditure Report" and "Performance Outcome Report" to CSA on or before the deadline of October 1, 2010.
