DISCUSSION / BACKGROUND
The Procurement and Contracts Division issued Invitation to Bid 23-680-036 in January 2023 for the purchase of ballistic vests for countywide use, with an unknown anticipated budget. Galls LLC of Lexington, KY. was the sole qualified bidder and was awarded the purchase contract for a twenty-four month term. The initial contract amount was within the Purchasing Agent's award authority in accordance with Purchasing Policy C-17(4.1). The District Attorney's Office, Probation Department and Sheriff's Office anticipate approximately $95,000 in future purchases of ballistic vests through January 31, 2025 which would increase the purchase total to a contract amount that exceeds the Purchasing Agent's authority.

Following Board approval, the Procurement and Contracts Division will increase purchase contract 7466 by $95,000 for a total contract amount of $190,000 for the term through January 31, 2025

ALTERNATIVES
There are no alternatives, ballistic vest are required by the departments to perform their core functions.
