DISCUSSION / BACKGROUND:
HHSA, PHD TUPP aims to reduce tobacco use and its associated harms in the County of El Dorado (County). It focuses on several key objectives, including reducing exposure to secondhand smoke; tobacco residue and waste; decreasing the availability of harmful tobacco products like cigarettes, cigars, vapes, and smokeless tobacco; and actively promoting tobacco cessation. TUPP is committed to creating a healthier and smoke-free environment for communities through the County.

HHSA, PHD is recommending the Board approve a BTR to increase revenue and appropriations for the TUPP. Due to staffing vacancies, TUPP had a large amount of unspent State funds from the previous year that can be rolled over to the current FY 2023-24. HHSA is requesting to increase revenue and appropriations by the carry-forward State revenue amount of $80,000 to utilize funds available for the current FY 2023-24. As a result of PHD receiving approval to carry forward unspent funding from the year-one FY 2022-23 allocation, this request will allow the approved funds to be fully spent.

ALTERNATIVES:
Should the Board decline to authorize this BTR, HHSA, PHD would not be able to fully spend funds approved by the State and will be required to reduce services.
