Fiscal Impact/Change to Net County Cost: The increase in appropriations will be funded through a use of fund balance in the Veterans Affairs Commission special revenue fund. The purchase will be made through the Veteran Affairs Department's operating budget, and funding will be transfed upon completion of the purchase. There is no change to net county cost.
Background:
Reason for Recommendation: On November 11, 1991, the Board of Supervisors approved Ordinance No. 4188, establishing the Veterans Affairs Commission. Section 2.25.070 Expenditures states "All expenditures or requisisitions for services and/or supplies shall be approved by a majority of the members of the commission prior to submission to the board of supervisors for payment. the secretary of the commission shall be responsible for preparing and processing all expenditures, requisitions and claims".
On January 8, 2010, the El Dorado County Veteran Affairs Commission held their monthly general meeting. the Commission unanimously approved the appropriation from the Commission special revenue fund 7751300 to purchase flower wreath displays for Veterans Day, 2009 and Memorial Day, 2010.
