Fiscal Impact/Change to Net County Cost:
There is no change in Net County Cost. Propsition 1B funds were included in the 2009-2010 Road Fund budget.
 
Reason for Recommendation:
The 2009 State Budget Act appropriated a total of $700 million, including $258,205,000 for cities and $441,795,000 for counties, which represents the remaining balance of Proposition 1B Local Streets and Roads funding. The State Controllers Office has calculated the County of El Dorado's share to be $4,209,156. Pursuant to Section 8879.65 of the Government Code a list of projects approved by the Board must be submitted to the State Department of Finance for the Department of Transportation to obtain its share of the appropriation. Funding is contingent on the State's ability to sell the bonds and allocations will be made by the State Controller's Office in the order the requests are received. The State is preparing to sell bonds and intends to sell enough to pay counties the full allocation.
The department's 2009-2010 budget included Proposition 1B funds for pothole patching, crackseal, durapatching, and snow removal. After further review it has been determined that snow removal is not an appropriate use of the funds therefore we are requesting the Board approve the revised project list for use of the 2009-2010 Proposition 1B Appropriation.  
 
Action to be taken following Board approval:
Department of Transportation will submit the approved list of projects to the State Department of Finance in order to utililize the $4,209,156 in Proposition 1B funds.
