Fiscal Impact/Change to Net County Cost: Currently the budget is anticipated to have a net county cost of $5,804 due to the shift in personnel. In prior years 1.0 FTE program specialist was funded partially through the Victim Witness Assistance Grant (.80 FTE) and the Elder Abuse and Advocacy Grant (.20FTE). At this point in time the Elder Abuse and Advocacy Grant is being presented as a Request for Proposal by the California Emergency Management Agency (CalEMA), so the department is unsure as to whether or not we will continue to receive funding in fiscal year 2010/2011. If the department does receive a grant award through the Elder Abuse and Advocacy Grant the personnel allocation will be restored to the 80/20 split and there will be no net county cost for this program. The anticipated release of the grant awards is middle to late September 2010.

Background: The District Attorney's Office has operated the Victim Witness Assistance Program since 1980. Over the last few years the number of cases needing victim witness assistance have increased resulting in a greater demand for advocate involvement.
