Title: Supervisor Briggs recommends the Board consider closing the Finnon Lake Trust Fund, as follows: 1) Approve the closing of the Finnon Lake Trust Fund account 20-514-490, and 2) Authorize the Chair to sign the Budget Transfer that will allow for the transfer of the $1,477.95 balance to the Mosquito Volunteer Fire Association in support of their ongoing efforts to maintain the Finnon Lake Recreation Area.

Supervisor Briggs recommends the Board consider closing the Finnon Lake Trust Fund, as follows:
1) Approve the closing of the Finnon Lake Trust Fund account 20-514-490, and
2) Authorize the Chair to sign the Budget Transfer that will allow for the transfer of the $1,477.95 balance to the Mosquito Volunteer Fire Association in support of their ongoing efforts to maintain the Finnon Lake Recreation Area.
Body
Finnon Lake was constructed by PG&E in 1905. In 1956 the facility was purchased by the Department of Fish and Game and maintained as a cooperative El Dorado County/Wildlife Conservation Board project. In 1997, the State of California, Wildlife Conservation Board transferred the 122 acres of Department of Fish and Game-owned land, known as Finnon Lake Fishing Access, to the Mosquito Volunteer Fire Department for recreational, educational and open space purposes. The Finnon Lake Reservoir was, and remains, important to the residents of Mosquito for recreation as well as a source of water for fire fighting efforts.

A private party/Concessionaire, per a contractual agreement with the County of El Dorado, operated and managed the Finnon Lake Campgrounds, food service and related facilities. Per this Contract, the Concessionaire was required to pay 3% of the net receipts, quarterly, to the County of El Dorado for administration costs. These receipts were deposited into the Finnon Lake Fund. Funds were deposited into the Finnon Lake Fund as follows:

The Finnon Lake Fund has been earning interest since the fund was opened in FY1992/93. With interest, the fund balance is now $1,477.95.
