Department of Human Services recommending the Board authorize the Chair to sign retroactive non-financial Operational Agreement 421-S1010 with The Center for Violence-Free Relationships (Center) for a term of April 1, 2010 through March 31, 2013 setting forth the roles of the Center and the Department of Human Services in providing maximum assistance for crime victims residing on the western slope of El Dorado County.

Fiscal Impact/Change to Net County Cost: No change. Non-financial Operational Agreement.

Reason for Recommendation: The Operational Agreement between the Department of Human Services (DHS) and The Center for Violence-Free Relationships (Center) is necessary to enable the Center to access certain revenue sources through a competitive process and sets forth the roles of each party that further the mutual goal of providing the maximum available assistance for crime victims residing on the western slope of the County. The Center provides critical and necessary services to crime victims, including, but not limited to, a 24-hour crisis line, counseling, legal assistance and shelter for victims of sexual assault, domestic violence or elder abuse, including the children of the victims when appropriate. The Center works with DHS to ensure timely referrals and client access to appropriate services.

Operational Agreement 421-S1010 is submitted for retroactive execution due to the late request by the Center (mid-March 2010) for a new operational agreement that covers the term April 1, 2010 through March 31, 2013 to satisfy a specific grant funding requirement, even though the current Operational Agreement (949-S0810), executed on June 27, 2008, is in effect until March 31, 2011. Upon execution of the new Operational Agreement (421-S1010), the current Operational Agreement (949-S0810) will be terminated retroactive to April 1, 2010. There is no cost associated with this Operational Agreement.
