2) Waive the applicable park/rental use fees.

Supervisor Briggs recommending Board direct Environmental Management Department to work with Risk Management to take the necessary steps to approve the use of Henningsen Lotus Park for the 29th Annual American River Festival, scheduled September 11 - 12, 2010, and to waive the applicable park/rental use fees.  Applicable fees related to this event are $200 for the use of the Pavilion at the rate of $100 per day and the waiver of the 10% of the net sales receipts pass-through to the County.
 
The American River Festival is a nonprofit organization that raises money for river conservation and public access to rivers.  Activities and events are developed and run by a volunteer staff.  The primary goal is to educate the public on river conservation and activities while introducing them to the beauty of the Lotus area.  Revenues from the 29th Annual American River Festival will be used to support conservation related education programs while promoting tourism in El Dorado County.  Additionally, the activities scheduled as part of the 29th Annual American River Festival accomplish objectives within Sections 4.2 and 5.4 of the El Dorado County River Management Plan.
