Fiscal Impact/Change to Net County Cost:  No change.  The Agreement is funded by the Social Services allocation with required County match met primarily with realignment resources.   Funds are included in the Department's FY 2010-11 requested budget and will also be included for FY 2011-12.
 
Compensation for Services:  As specified  in Exhibit A, the County is to pay 50% of the Reporting Service Fee ($10,500) on the contract effective date (July 1, 2010) and the remainder ($10,500) on the anniversary date of the contract, i.e. July 1, 2011.
 
Reason for Recommendation: The Department of Human Services (DHS) uses the web-based interactive child welfare management reporting system developed by the National Council on Crime and Delinquency (NCCD), referred to as "SafeMeasures®, to access Child Protective Services (CPS) client service delivery activity data via reports that are based on Management Information Systems data provided by the California Department of Social Services (CDSS).  The current Agreement 805-S0811 with NCCD was executed by the Board on July 1, 2008 and expires on June 30, 2010.
 
Continued access to the web-based interactive child welfare management reporting system is necessary to ensure immediate access to timely reports from SafeMeasures® to enable the Department to monitor CPS service activity delivery data to improve child welfare outcomes while helping ensure that DHS meets State and Federal Outcome Measures standards as defined by the Welfare System Improvement and Accountability Act of 2001 (AB 636).  CDSS uses SafeMeasures® to monitor DHS compliance to AB 636 requirements.
 
Agreement for Services 005-S1110 allows for continued Department access to this subscription reporting service provided by the National Council on Crime and Delinquency during the term July 1, 2010 through June 30, 2012.
 
This Agreement contains a provision allowing either party to terminate the contract upon material breach that is not cured within 30 days of a written notice of such breach. The National Council on Crime may terminate the Agreement immediately for County misuse of SafeMeasures® or for non-payment in accordance with the stated schedule. The Agreement otherwise commits the County to two years of subscription services; however, the County may choose to not renew the subscription service after the initial one-year term, which would result in immediate termination of the contract.
 
Action to be taken following Board approval:
1. Chair to sign two (2) originals of Agreement 005-S1110
2. Board Clerk to return one (1) original executed Agreement to Human Services at 3057 Briw Road.
3.  Department to distribute as appropriate.
