Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost. The attached Resolution indicates proposed solid waste rate levels.

Background:
In accordance with the Solid Waste Services Agreement between El Dorado County and South Tahoe Refuse, Inc., d/b/a Sierra Disposal Services, Inc. Section 19 - Compensation, the Board of Supervisors shall set the rates to be charged by the Grantee and the Grantee shall also be entitled to a rate increase whenever Grantee's landfill disposal costs or cost to deliver solid waste to a Material Recovery Facility (MRF) increase due to a rate increase at the landfill or MRF used by Grantee, but only for the purpose of passing through said disposal cost increase in Grantee's collection rates. Grantee shall provide the Board of Supervisors with a minimum of thirty (30) days advance written notice of said proposed increase, including satisfactory evidence of the landfill or MRF tipping fee increase and a calculation showing the amount of the increase in Grantee's collection rates needed to recoup the disposal cost increase.


Reason for Recommendation:

On May 24, 2010, the Environmental Management Department received a letter from South Tahoe Refuse, Inc., d/b/a Sierra Disposal Services, Inc. formally requesting a rate increase of 0.71% for the upcoming Operating Year commencing July 1, 2010. As stated by the contractor, this rate adjustment is required to reimburse the company for a pass-through of the El Dorado Disposal MRF increase. The components of the 0.71% rate increase are: 0.67% for the pass-through increase from El Dorado Disposal MRF, and 0.04% for the applicable pass-through franchise fees (Attachment A).
