Fiscal Impact/Change to Net County Cost:  No change.  The Agreement is 100% funded by the Kinship Support Services Program allocation that the County receives each year from the California Department of Social Services with no County match requirement.  Funds are included in the Department's FY 2010-11 County Budget Request.
 
Compensation for Services:  Payments to Lilliput are made in arrears within 45 days following the County's receipt and approval of itemized invoices.  Lilliput's required staffing costs as defined in Exhibit D of teh agreement are evenly divided by the number of months covered by the period of July 1, 2010 through June 30, 2011.  Other allowable expenses are invoiced as they are incurred.  An indirect cost of 10% against Lilliput's monthly operating costs may be charged on a monthly basis to the County.  Total billings by Lilliput must be equal to and shall not exceed the total amount of funding available for FY 2010-11.  DHS retains 10% of the total KSSP allocation to cover administrative costs.
 
Termination:  This Agreement includes a provision allowing either party to terminate the contract without cause with 7-days written notice.
 
Background:  The Kinship Support Services Program (KSSP) was authorized by California Assembly Bill 1193 (Chapter 794, Statutes of 1997) and set forth in Welfare and Institutions Code §16605.  DHS submitted a successful proposal to the California Department of Social Services (CDSS) for a start-up KSSP on August 27, 2007, which has resulted in an annual KSSP allocation to the County.  On November 27, 2007, the Board awarded Request for Proposal 08-918-020 to Lilliput, the sole responder for provision of KSSP services, The Board executed Agreement 542-S0811 with Lilliput on January 15, 2008, which, as amended, covers the period November 10, 2007 through June 30, 2010.
 
Reason for Recommendation: The primary purpose of the Kinship Support Services Program is to help kinship caregivers understand and access services available to children living with relatives other than their own parents, thereby reducing the number of children entering the traditional foster care system, with the ultimate goal of strengthening families while providing a safe, stable and nurturing environment for the children in their care.
 
El Dorado County is one of eleven State-approved KSSP provider counties that receive annual grants from CDSS for the continuation of existing KSSP services.  DHS anticipates that CDSS will award funding in the amount of $158,400 for KSSP services to El Dorado County, as an approved current provider of KSSP services, immediately upon formal approval of the State's FY 2010-11 budget.  Agreement for Services #365-S1011 allows for the continued provision of KSSP services by Lilliput during the term July 1, 2010 through June 30, 2011.  
 
The Agreement includes the County's standard "fiscal out" termination clause, as well as a provision for the County to terminate the agreement in seven (7) calendar days upon written notice.
 
Purchasing Agent Recommendations:  The County Purchasing Agent has reviewed the Department's request for this contract and concurs that it is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
 
Action to be taken following Board approval:
1)  Chair to sign two (2) originals of Agreement #365-S1011.
2)  Board Clerk's Office to return one (1) original Agreement to Human Services at Briw Road
3)  Department to distribute as appropriate.
