Fiscal Impact/Change to Net County Cost: Funding is included in the recommended fiscal year 2010/2011 Road Fund budget and will be budgeted for in the 2011/2012 fiscal year budget. There is no change to Net County Cost.

Reason for Recommendation: Under the proposed Agreement # 10-52947, Blain Stumpf Trucking will furnish personnel, services, trucks and equipment necessary to transport road materials from various points of purchase to designated stockpile locations or work sites, on an on-call basis for the Department of Transportation.

The maximum utilization of County equipment and personnel is held as a first priority. The service to be provided under the proposed agreement is beyond the maximized capabilities of department staff and equipment resources. The nature of work is also sporadic and not sufficient to warrant the purchase of equipment or the addition of permanent staff. Services are primarily required during the peak construction season when the demand is such that multiple trucks are requested at one time. In order for this service to be provided by County staff, a significant investment would be required to purchase numerous trucks that have the capacity to transport large volumes of material. This equipment would be exceptionally expensive and would be utilized only on a sporadic basis over a short period of time.
