Fiscal Impact/Change to Net County Cost:

Funding for this agenda item is provided by a United States Forest Service Planning Grant and is included in the current FY 09/10 budget as Project # 95153.  There is no net cost to the County General Fund associated with this agenda item.

 

Background:

The Boulder Mountain Erosion Control Project (Project) is identified in the Tahoe Regional Planning Agency’s (TRPA) Environmental Improvement Program (EIP) list as Project #705.  EIP Project #705 also includes Angora Highlands Units No.1 and No. 2, but in order to facilitate project development and to ensure construction of a comprehensive project in one construction season, the EIP project has been split into two separate projects.  Therefore, the Project has been assigned EIP Project #705.1.  The Angora Highlands Water Quality Project will begin the planning stages at a later date as funding becomes available.  The Project encompasses the County of El Dorado subdivisions of Mountain View Estates Unit No. 10 and a portion of Mountain View Estates Unit No. 7.

 

Reason for Recommendation:

The Department is working to advance the EIP for the Boulder Mountain Erosion Control Project.  The Project will provide drainage improvements to improve water quality and soil conservation.

 

Research of the potentially affected parcels and the acquisition of land rights affecting portions of the subject parcels is necessary to enable the construction of the Project. In order for the Department to prepare the design and specifications for the subject parcels, the Department staff is requesting authorization from the Board to proceed with the ordering of, and payment for preliminary title reports of the land rights to be potentially acquired.

 

Action to be taken by the Department following Board approval:

Right of Way Unit staff to proceed with the ordering of and payment for preliminary title reports for the subject parcels necessary to construct the project.
