Fiscal Impact/Change to Net County Cost:
The current engineers estimate for the construction phase of this project is estimated at $230,000, which includes County labor and materials of $183,000, construction management of $27,000 and a contingency of $20,000.  There is no net cost to the County General Fund associated with this agenda item.
 
Estimated funding for the project includes the Highway Bridge Program (HBP) grant funds for $181,000, and local funding of $49,000 from Regional Surface Transportation Program.
 
Reason for Recommendation:
Project utilizes Federal Bridge Preventative Maintenance Program grant funding as part of the Highway Bridge Program to provide maintenance for the Mosquito Road Bridge at South Fork American River.  Specific work includes: replacement of 90% of the deck and bottom chord truss timbers, railings and associated hardware.  
 
Additionally, the project requires a full road closure to complete the bridge improvements. The Department anticipates the need to detour traffic for ten weeks.  The proposed detour map is attached.  Detours and lane closures will be signed a minimum one week in advance.  Department will provide regular closure updates to the public via the County website.
 
This Project was NEPA approved for a Categorical Exclusion on April 14, 2009 and CEQA approved for a Categorical Exemption on October 31, 2008.  This Project is included in the Ten-Year Capital Improvement Program for FY 2009/10 through FY 2018/19 as Project # 77120.
 
The Department, in conjunction with the County Procurement and Contracts Division, issued a Request for Proposal (RFP) for the materials required for the Project.  RFP #10-291-029 was sent to the vendors on the bidders list and posted on the County's website on April 22, 2010 with a bid opening date of May 12, 2010.  The County received three bids with Golden State Lumber being the apparent low bidder.  Purchasing is currently processing the RFP results and will subsequently award the purchase.   
 
Public Contract Code, Section 20395(c) provides Board discretion to authorize the work by letting contracts for bid to the lowest responsible bidder or by purchasing the material and having the work performed by day labor (County staff), in which case advertising for bids is not required.  The purchase of materials and use of County staff to perform day labor is recommended for the replacement of 90% of the deck and bottom chord truss timbers, railings and associated hardware.  
 
Action to be taken following Board approval:
1. The Board Chair will sign the plans for the Mosquito Road Bridge at South Fork American River Project.
2. Department will perform the replacement of 90% of the deck and bottom chord truss timbers, railings and associated hardware using County staff/maintenance workers as day labor.
